What the 2025 Canadian Dental Care Plan Expansion Means for Your Dental Coverage: A Bloom Benefits Perspective

As a benefits advisor at Bloom Benefits, I know how important it is for Canadians to have access to quality, affordable dental care. With the Canadian Dental Care Plan (CDCP) expanding in 2025, many clients are asking: Will the CDCP replace the need for group or private dental benefits? Here’s what you need to know.

Understanding the CDCP: Who Qualifies and What’s Covered

The CDCP is a federal government program designed to reduce financial barriers to essential dental care for Canadians who don’t have access to dental insurance. By June 2025, all eligible Canadians aged 18 to 64 who do not have private or employer-sponsored dental coverage can apply. Coverage start dates are staggered by age group, with applications opening throughout May and coverage beginning as early as June 1, 2025.

To qualify for the CDCP, you must:

  • Not have access to any dental insurance (including group benefits through work or a spouse), simply opting out of the available benefits does not give you access to CDCP.

  • Be a Canadian resident for tax purposes

  • Have filed your 2024 tax return

  • Have an adjusted family net income under $90,000

What the CDCP Covers-and What It Doesn’t

The CDCP covers a range of essential dental services, including exams, cleanings, fillings, and some restorative treatments. However, not all dental procedures are included, and some require preauthorization or have frequency limits. The plan is not customizable, and you may have to pay a portion of costs if your provider charges more than the CDCP fee schedule or if your family income is higher within the eligible range.

It’s also important to note that not all dentists participate in the CDCP, so you’ll need to confirm your provider’s participation before booking appointments.

Why Group Benefits Still Matter

At Bloom Benefits, we believe the CDCP is a positive step forward for Canadians without dental coverage. However, it’s not a replacement for the flexibility and breadth of group or private dental benefits. Here’s why:

  • Provider Choice: With Bloom Benefits, you can visit any licensed dentist, not just those who participate in the CDCP.

  • Comprehensive Dental Services: Our plans can include all procedures, including major restorative work, orthodontics, and higher annual maximums, giving you more options and peace of mind.

  • No Income or Coverage Restrictions: Group and private benefits are available regardless of your income and can be customized to meet your needs.

  • Seamless Coverage: If you lose access to employer coverage or transition between jobs, Bloom Benefits can help ensure you don’t experience gaps in your health and dental protection.

The Bottom Line

The CDCP is a welcome addition for those without dental coverage, but it doesn’t replace the value of comprehensive group or private benefits. At Bloom Benefits, we’re here to help you navigate your options-whether you’re eligible for the CDCP or looking for broader, more flexible coverage for yourself, your family, or your team.
